This project has Washington State Screw the Tax Payer Requirements, also known as Washington Sustainable Schools Protocol.  Drawn up by D.O.E. Employees that sit on their asses most of the day planning how to waste obscene amounts of money.

If you pay enough for a  liberal education, you too might one day be  trained and certified to spend school budgets on controlling the weather and saving rocks.
